France opens its arms to Waigel's tough plan

Germany's proposals for permanent fiscal controls after the creation of European monetary union (Emu) have received little attention in the UK so far, but are likely to prove an extremely sensitive issue when they are taken up as a weapon by opponents of Emu. This will particularly the case as France seems to be siding with Germany, with the rest of the European Union having been hardly consulted at all yet. It now seems likely that Emu will involve much stricter controls over budgetary policy than will be acceptable to any government in the UK, especially a Conservative one.

Crunch decisions loom on the single currency
Article Abstract:
The UK government welcomes that fact that European monetary union has become a less urgent issue within the European Union, as it realises that it could be politically damaging. However, it may not be possible to delay tackling this issue indefinitely. The European Commission is soon to publish a Green Paper on the transition to stage three of European monetary union, and the timetable set down in this document could force the UK government to make some sensitive decisions much earlier than it had expected.

The cost of staying semi-detached in Europe
Article Abstract:
The introduction of a single European currency will inevitably create a very large divide within the European Union between countries which join the system and those which remain outside it. Structuring relationships between these two groups of countries will become a key issue. There will be particular difficulties in the UK, which has so far managed to remain non-committal. This will no longer be possible, and this issue will have to be settled immediately after the next general election.
