Go early, go negative
Article Abstract:
The UK Conservative party has decided to go ahead earlier than originally planned with a negative campaign against the Labour party. This decision was made partly to unite the Conservative party against the common enemy and partly to ensure that a challenge is made to Labour's claim that it is not a party of taxation and spending. The Labour party is responding in a similar way, launching a 'counter-negative' campaign which will be repeated at intervals in the run-up to the next general election.

Blair keeps his options open - in the national interest, of course
Article Abstract:
The UK Labour party placed considerable emphasis on electoral reform before it won the May 1997 general election. However, government ministers now seem much more concerned with other issues. A decision about electoral reform cannot be avoided indefinitely, but the Labour party is seeking to delay making a decision if at all possible. Prime Minister Tony Blair is still managing to keep his options open on this issue, and has bought the time he needs.
