Article Abstract:
The armed rebellion which has now engulfed the whole of Albania seems set to overturn all remaining state authority and lead to the ousting of president Sali Berisha. A new government has been installed under prime minister Bashkim Fino, but it seems to have no authority over the perpetrators of violence and disorder. Indeed, these individuals do not even seem to be obeying their nominal commanders. Western analysts and policy-makers seem very uncertain how to react to the crisis in Albania.
