Nato caught between conflicting strategies
Article Abstract:
Nato was forced to extend its bomb attacks against the Serbian military infrastructure in order to begin making a real impact. However, this strategy has also brought an increased risk of creating civilian casualties. Politicians remain unwilling to consider the issue of how and when ground troops will be used, and this means that Nato's decision to extend its bomb attacks seems to have no clear goal. Public support for Nato could decline substantially if its actions appear to produce diminishing returns.

Article Abstract:
It is vital for Nato to secure the legal rights of both the ethnic Albanians and the Serbs in Kosovo, Yugoslavia. This goal must influence how Nato deals with Russia, which wishes to see Pristina, Kosovo, split into four Nato sectors and one Russian one. Russia gained an advantage over Nato by entering Kosovo first, but the West must now show that it is prepared to stand firm against Russia in order to secure a unified, tolerant society in Kosovo.
