Article Abstract:
It is widely accepted that capital investment is important for a country's economic development. However, the importance of investing in technology and human resources is actually much greater. Investment in these areas has generally not appeared in official statistics. In the case of software, for example, no details are given in the national accounts definition of investment in the UK. However, European Union countries will by the end of the 1990s be obliged to publish estimates of investment in computer software.

Article Abstract:
European national accounts standards established in 1995 will have a significant impact on the complication of economic statistics in the UK. The Office for National Statistics is currently assessing ways of meeting this standards, and is looking particularly at the inclusion of estimates of criminal activities in measures of GDP. Other areas in which changes are expected include the inclusion of intangible assets.
