Article Abstract:
There are more than 81,000 council homes standing empty in the UK, along with a further 27,000 housing association homes. This is because many homes are simply in the wrong place, being located in areas where there is now very little employment because of the demise of traditional industries. Many homes do not meet the needs of today's tenants, many of whom are moving out of the rented sector into owner-occupation. Local authorities are facing high costs as housing revenues fall and vacant houses need protecting.

The Department of the Environment consultation document 'Competing for Quality in Housing' offers council tenants the right to manage their estates. Government-funded training of council tenants has led them to want more responsibility. Housing officers say tenants require assistance to take on contract aspects which have been separated from client tasks. Housing Investment Allocations which depend on meeting housing management objectives may be reduced if standards are not met.

UK prime minister John Major plans to make the right to buy public housing available to more housing association tenants. This has caused splits within the housing association movement, between mortgage lenders and possibly even within the government itself. The government is now under pressure to delay producing a final plan and to allow greater consultation on the issue.
