Hugh Gaitskell - but without the dancing?
Article Abstract:
Hugh Gaitskell, who was appointed chancellor by the UK Labour party in 1950 and later became party leader, was very different from today's politicians, leading a very active social life and having an affair. However, he has also served as inspiration for the modern Labour party. His legacy has kept alive the possibility that Labour will eventually develop into a party of the modern social democratic left. He was the first true moderniser in the Labour party, and drew lessons from its defeat in the 1959 election in the way Tony Blair did from its defeat in the 1992 election.

Freedom of information gets caught in the spin
Article Abstract:
There is clearly confusion within the UK government about the extent to which its internal deliberations should be open to public scrutiny. This is a particularly significant issue in the light of the forthcoming Freedom of Information White Paper. A 1998 Bill will give ordinary people greater access to information about routine administrative decisions, but ministers are generally against even a very restricted right to see information classified as internal discussion and advice.

Shock defeat for Tories over MPs' earnings
Article Abstract:
The Labour party has succeeded in obtaining House of Commons support for an amendment which will force MPs to disclose their earnings from outside interests. This represents an embarrassing defeat for the Conservative government, which saw a larger than expected rebellion by its backbench MPs. The Nolan Select Committee had proposed a ban on advocacy by MPs, but had not gone as far as to take up Lord Nolan's recommendations on disclosure.
