Detectives' priority was to free captive
Article Abstract:
In the recent kidnapping of Stephanie Slater the main objective for the police was her freedom, not the return of the ransom or capture of her kidnappers. Ms Slater, who worked for an estate agent was kidnapped on Jan 22 92 in a vacant house that she was showing a client. After the ransom was paid, she was released on Jan 30 92 but her kidnappers avoided capture in bad weather conditions despite the involvement of six police forces. Before her release the Assistant Chief Constable for the West Midlands emphasized that their main concern was for her safe release.

Britain's most worried police
Article Abstract:
The West Midlands Serious Crime Squad are anxious about their inability to detect or capture the kidnapper of Stephanie Slater. The squad may be hunting a very resourceful killer, but there are concerns about police procedures that allowed a kidnapper to get away from a ransom drop and also to release his victim undetected. Problems of communication and reluctance to use modern psychological techniques have also hindered the investigation.
