Learning to love the Lottery
Article Abstract:
Most ordinary Britons are unaware that many people are involved in the administration of the National Lottery. Mixed views have been expressed about the activities of the various boards created to distributed lottery funds, but it is clear that a significant opportunity was missed with the decision to distribute the money on a first come, first served basis. It should have been possible to construct some major new national institutions, but so far not a single large building has been built. Furthermore, the National Lottery continues to act as a voluntary tax that has a negative impact on the poorest people in society.

The case of Kay and Martyn Tott, who lost a lottery ticket with which they would have won 3 million pounds sterling, is discussed. Lottery operator Camelot has now ruled that it cannot make a payment to the couple.
