The outbreak of violence in East Timor has revived debate about whether, and to what extent, the United Nations should become involved in national conflicts. Some observers believe that the international community should not become involved in conflicts that do not affect it directly, while others argue that there is a moral obligation to protect innocent civilians. It is important to realize that the international community's failure to act allowed the Indonesians to annex East Timor.
