Life or death dilemma for UN troops
Article Abstract:
United Nations troops must be a deterrent force to be effective. They lose their deterrent capability if they are regularly attacked. It is impossible to operate when anarchy reigns. Most politicians planning the aid fail to realise that war is happening in the former Yugoslavia. Peace cannot be kept while fighting continues. General Bob Gaudreau, the deputy force commander of the United Nations Protection Force, believes that the militaray threat from the Serbs, Croats and Muslims should be removed by negotiation.

When Mandela went missing
Article Abstract:
The recent controversy over the execution of Ken Saro-Wiwa and others in Nigeria has placed South Africa in a very negative light. President Nelson Mandela is now being widely criticised for having failed to respond to calls from Nigerian opposition leaders and intellectuals to take stronger action against the Nigerian military government. This situation indicates that South Africa's foreign policy has many shortcomings and that the country has failed to fully appreciate its position in the world.

The Rwandese Patriotic Army (RPA), formerly the Rwandese Patriotic Front (RPF), is seen as one of the most professional armies ever established in Africa. However, it is now suffering from a break-down in discipline, with large numbers of its troops having been arrested recently for crimes including theft and murder. The RPA and the government are trying to play down the problem, but the incidents have already caused a split in the government.
