Publishers can gain considerable rewards from identifying a talented unpublished writer, and for this reason they remain prepared to look through large numbers of unsuitable submissions in the hope of finding just one piece of work that shows potential. However, some publishers are now adopting a more ruthless approach as their workload increases. HarperCollins, for example, will not accept manuscripts unless they are addressed to a specific editor.

The recent collapse of the Net Book Agreement (NBA) was partly due to the activities of Gail Rebuck, chairman of publishing concern Random House. She has had extensive experience in the publishing industry, and has long been a supporter of the NBA. However, her attitude towards the NBA has become more ambivalent over recent years, and she now recognises that changes have to be made in the book publishing market.
