As a Roman Catholic, Secretary of State for Education John Haggitt Charles Patten believes in individual evil. He attended two Roman Catholic state schools and gained a 2.2 in geography at Sidney Sussex College, Cambridge, England. He is a Supernumerary Fellow of Hertford College, Oxford. He became MP (Member of Parliament) for Oxford West and Abingdon in 1983. He was a founder member of the Blue Chip group. He avoids talking to teaching unions but visits more schools than his predecessor Kenneth Clarke.

Frank Field was born in 1942. He is a High Church Anglican and joined the Labour Party when he was 17. He read economics and politics at Hull University. He taught for three years before becoming director of the Child Poverty Action Group. He was elected MP (Member of Parliament) for Birkenhead in 1979. He was responsible for the non-means-tested child benefit. He was director of the Low Pay Unit in 1974. He has written and edited 16 books and pamphlets.
