Article Abstract:
A parliamentary group of 55 UK MPs is looking at reforming the leasehold system. It will consider a recommendation from four leaders of leasehold organizations that the existing system be abolished and replaced with commonholds, under which the leaseholder owns the freehold of the property on which a flat stands. The leasehold organizations are also calling for the right for all leaseholders to choose their own managing agents and for these to be subject to strict regulations. They also plan to raise the issue of problems that have arisen under the existing system of collective enfranchisement.

Pressure groups representing leaseholders are placing increasing pressure on the UK government to take action against unscrupulous landlords. In particular, these groups wish to ensure that landlords can no longer disguise their true identity behind complex business arrangements. They are calling for new regulations regarding landlords' accounting procedures, thus guaranteeing that all invoices and receipts relating to service charges are available for inspection by leaseholders.
