Days of judgment in Colombia's slums

Colombia has gained a reputation for failing to bring criminals to justice, but is now trying to improve this situation by decentalising its heavily burdened judicial system. It will open 10 'Houses of Justice' in the areas of Bogota most badly affected by crime, dealing directly with violence, corruption and human rights violations in these neighbourhoods. Each establishment will be able to call on a 'Rapid Reaction Force.'

Fujimori raises siege stakes
Article Abstract:
Peruvian president Alberto Fujimori is taking a tough line against the 22 guerrillas who are holding 340 hostages at the Japanese ambassador's residence in Lima. He has not ruled out the possibility of an assault if the hostages are not freed, and has refused to meet the guerrillas' demands for the release of 300 colleagues who are in prison. He has called on the guerrillas to hand over their weapons to mediators.
