Stephen Byers has been promoted by UK Prime Minister Tony Blair to the position of Trade and Industry Secretary following the resignation of Peter Mandelson. He has been replaced as Chief Secretary to the Treasury by Alan Milburn, the Minister of State for Health. Both men are regarded as modernizers. Milburn has a reputation for being very determined and is a supporter of Chancellor Gordon Brown. Byers is respected for his understanding of policy and for his ability to deal with the media, and some observers have compared him with Blair.

Former UK government minister Frank Field seems to have fallen from favour very rapidly. He spent many years as a backbench MP working on poverty and benefits matters, and his appointment as a minister seemed to reflect the new Labour government's visionary approach. However, his opponents pointed to his inability to devise practical ways of putting his ideas for reducing welfare costs and welfare dependency into practice. He is now determined to ensure that the government does not move towards greater means testing of benefits.
