More than a scratch

Jamaican record producer Lee 'Scratch' Perry believes that he was responsible for building the foundations for Bob Marley's successful career. The early music of Bob Marley certainly bears clear indications of Perry's extremely imaginative approach. Perry's musical achievements are wide-ranging, covering many subtle changes in space, tone, texture and shadow. These are reflected in the 52 tracks contained on Island's new three-CD compilation of the 10 year period from the mid-1970s during which Perry worked from his Ark recording studio.

Russia's choice: terror or reform

Russian reforms depend on parliament to make and monitor laws but the country needs to decide whether it is a presidential republic or a parliamentary republic. Emergency measures must be legalised. Members of the Congress of People's Deputies must stop arguing and the executive branch must make compromises. The work of parliament and the president must be co-ordinated with well-defined procedures for making decisions and carrying them out. The operation of the legislative and executive branches should be rationalized.
