There is evidence that John Randall resigned as Chief Executive of the UK Quality Assurance Agency in Aug 2001 because he lost the confidence of the board of the organization. Vice-chancellors were particularly concerned about the system he developed for assessing the teaching of degree subjects.

The UK government is becoming more strongly opposed to granting university status to colleges of higher education in the wake of concerns about low standards at some of these institutions. At present, colleges of higher education seeking university status must fulfill a range of conditions, including having a total enrolment of more than 4,000 higher education students and at least 3,000 students on degree-level courses. These regulations have had a negative impact on Bolton Institute of Higher Education, which already has the power to award its own degrees and is now seeking university status.
