Article Abstract:

UK quarantine laws make no distinction between types of rabies virus, although the European rabies virus is transmitted from fox to fox, so dogs or cats cannot cause an epidemic. The street rabies virus exists in Asia, Latin America and Africa. There is an anti-rabies oral vaccine for foxes. The EC eradication plan has almost removed rabies from France and other EC countries. Animals may travel on the continent with a veterinary certificate. This practice could be adopted in the UK without risk of infection.

The EC Edinburgh summit on Dec 11, 1992 will discuss ratification of the Treaty on European Union. The British government should encourage ratification or lose the efforts of 20 years. Closer European unity is important in the post-Cold War era. The committee stage of the ratification Bill should be completed by Apr 1, 1993, with a free vote on the Labour amendments on common currency and the social chapter.

It seems that the British have never understood the true nature of federalism, often confusing it with centralisation or decentralisation.
