Playgroups 'turn away' deprived children
Article Abstract:
Pre-school Playgroups Association stated that government contributes 8 pounds sterling per annum towards each playgroup place. A survey found that 28,000 under-fives have places at playgroups, although one million children live in families receiving state benefits. Nursery education costs about 1,400 pounds sterling per annum. PPA estimates part-time nursery education for 90% of 3 and 4 year olds would cost about 7 billion pounds sterling. Provision of local authority grants very widely from 41 pounds sterling a year in Somerset to West Midlands 16 pence a year. An increase of funding to 100 pounds sterling per child is recommended.

Tobacco lobby wages low-profile persuasion
Article Abstract:
The European Parliament has voted to ban all forms of tobacco advertising but the real decision will be taken at the Council of Ministers May meeting. Anti-smoking campaigners feel the tobacco lobby avoids public debate and influences politicians through hospitality. Some Members of Parliament (MPs) have constituents working in tobacco manufacturing or are committed to individual freedom of choice. The Tobacco Advisory Council (TAC) operates a voluntary agreement with the Department of Health banning adverts which link smoking with masculinity or feminine charm.

Helping children win through to the right parents
Article Abstract:
The UK government reviewed adoption law in 1990-1992.It recommends a central agency to streamline inter-country adoption procedures. Local authorities should give priority to British children. There should be criminal sanctions against people bringing children into the UK without authority. The review finds that placing children in single-person households can be successful. It questions the practice of refusing people receiving infertility treatment and recommends counselling.
