South Africa's large businesses are adaptable but the requirement for equity of the black population means increased public expenditure. The domestic economy is constrained by the public sector deficit of 4.5%, high tax rates, and a reduction in gold exports. The ANC published economic plans in Jun 1992 but they were imprecise. Their supporters need patience as academics are ignorant of reasons for government failure and the black population is under-educated. Sharing of power between black and white parties could lead to growth of 5% a year.

Article Abstract:
It is important to ensure that the Asian financial crisis of 1997 to 1999 is interpreted correctly. It can be argued that this crisis represents a return to the capital markets crises which were a key element of the classical business cycle until the great crash of 1929. It may be wise to gradually introduce into bond and inter-bank lending documentation of clauses permitting a standstill during which creditors and debtors would be able to agree some rescheduling. This approach would be best implemented through the G7 setting an example.
