The reorganisation of British Rail is outlined in the government White Paper on privatisation: the freight and parcels business will be sold, private operators will have access to the network and a franchise authority for passenger services will offer 30-40 franchises in 1994. A regulator will protect customers' interests and stations will be sold or leased. Railtrack will be in charge of all track and infrastructure, and another division will oversee the operation of passenger services until franchises are established.

Hard road for the train man
Article Abstract:
The preparation of the documentation for the sale of the first three rail franchises to be offered to the private sector was extremely hard work, according to Roger Salmon, rail franchising director. He must operate to a very tight schedule, as the government has committed itself to franchising out 51% of the railways by Apr 1996. He is under the strict control of politicians, and this can sometimes lead to public embarrassment.

Why British Rail fails to deliver the goods
Article Abstract:
Freight companies prefer road to rail transport. British Rail's (BR) attitude is uncompromising and it does not encourage possible new markets. The government does little to help and pressurises BR to meet financial targets, so charges have to be unrealistic. Aggressive price increases and service rationalisation turn custom away. Road transport is more economic. The Channel Tunnel and privatisation may provide the key.
