Scotland's Parliament must deliver before demanding more power
Article Abstract:
There are mixed views about likely political developments in Scotland in the run-up to the first elections for the Edinburgh Parliament in 1999. It is clear that the Edinburgh Parliament will lack authority over a wide range of issues, and the restricted nature of its powers will provide valuable ammunition for Scottish nationalists. Scottish voters will use the Scottish National Party (SNP) as a weapon with which to attack the Labour party, and a strong SNP group in the parliament will challenge its powers.

A dull job in need of some imagination
Article Abstract:
The recent resignation of Conservative MP Dudley Fishburn has revived controversy about the role and effectiveness of MPs. He claims that there should be fewer MPs, as they do not have enough work to do. Much of MPs' work is certainly very routine, and there are areas in which changes could be made. However, to reduce the number of MPs would not have a positive impact on democracy.
