Labour MPs are well aware that many ordinary people are extremely disillusioned by the welfare state, but they also realise that the Labour party may find it very hard to raise the money to improve welfare provision if it comes to power at the next general election. An increase in the social security budget could only be funded by tax rises, which could in turn bring about the downfall of a Labour government. Labour MP Frank Field has been brave enough to put forward interesting ideas on this subject. He has focused particularly on how the benefits systems affects people's behaviour.

Stuck between the flab and a hard place
Article Abstract:
Some observers believe that the power of the British state has been reduced by the trend towards globalisation, by the emergence of international organisations and by the development of a more open information society. This is also the case in other countries. Other people disagree, claiming that the state has not lost power. The nation state is certainly not completely powerless, but is less powerful than it was in the past, and this is having a significant impact on political culture.

Who'll take the hard road?
Article Abstract:
Prime minister John Major's counter-attack on the Labour party's proposals for political reform have served to revive support for him from within his party. However, some observers believe that he should not deliberately cultivate fears about altering the country's constitution in order to gain short-term party advantage. In the long term, he and his party will not benefit from trying to gain moral superiority as defenders of the constitution.
