Many UK local authorities have launched campaigns to help Eastern Europe with and without central government finance. Coventry which is twinned with Sarajevo sent 100,000 pounds sterling worth of aid to Sarajevo in May 1992. Humberside County Council set up 2 business schools in Poland in 1991 without government finance; it believes that it will bring long-term economic benefits to the council. The government launched the Know How Fund in 1989 to help Central and Eastern Europe. Fifty million pounds sterling has been allocated to promote and train administrators in democratic techniques.

Article Abstract:
Chairman of the Association of Scottish Conservative Councillors John Young says that any attempt by the government to privatise water in Scotland will meet with stern response to surpass even that shown against the poll tax. Polls have shown that almost 90% of the public are against privatisation. Scots feel a strong sense of public heritage regarding their water and sewerage services and the whisky manufacturers are particularly against the measures. The very excessive salaries of most of the chairmen of the privatised water companies in England are particularly resented.

Many office managers are looking at new ways of making better use of the space which they have available. In some cases, creating 'break-out' areas where informal meetings can be held, for example, or quiet rooms for intensive working, have proved very effective in terms of cost savings and improved productivity. At some companies, desks are now booked in the same ways as hotel rooms, while at others electronic technology has reduced the amount of storage space required.
