It is not really feasible to tackle overcrowding in UK prisons by introducing short-term measures, according to new Home Secretary Jack Straw. Instead, it is important to limit the rise in the prison population while continuing to ensure public safety. He plans to introduce mandatory time limits in order to reduce court delays, thus cutting the number of people who are on remand, and will then have the Court of Appeal set sentencing guidelines. He also plans to take firm action against young offenders to ensure that they do not embark upon a life of crime.

How long before Howard's prisons burst?

The UK's prison population continues to rise steadily, and has now reached a record of 54,393. This comes at a time when the government is to cut 2,800 jobs in the prison service and has reduced education in some prisons by 80%. Most recently, there has been an outcry over moves by the Home Office to withdraw funding from a number of prisoners' families organisations. Some observers believe that the situation inside has now become so tense that it would not take much to spark off a riot.

Howard's prison time-bomb

Recent confusion over the interpretation of the 1967 Criminal Justice Act has created further tension within the UK prison service.
