Teenage mums: an idea out of control
Article Abstract:
Remarks made recently by former Welsh Secretary John Redwood about teenage single mothers have served to revive the debate on this issue. He was careful not to express extreme views, but his tone has been taken further by Conservative MP David Shaw, who has called for teenage single mothers who refuse to have their child adopted to receive a lower level of benefit. The government seems to be keen to take action to deal with this problem, but cannot do so while still sticking to its firm belief in the freedom of the individual.

Article Abstract:
The new NHS Performance Guide 1994-95 contains a wide range of statistics, but gives little real information about the performance of doctors and hospitals. Doctors are still managing to avoid effective scrutiny of their work, and are unaware of how they compare with the highest standards. Surgeons tend to meet only with colleagues to discuss their performance, and no records are kept of their meetings.
