The EC's deadly double role: the peacekeepers in Yugoslavia are learning theirlessons the hard way
Article Abstract:
The European Community (EC) and the UN are still continuing to help Yugoslavia towards peace, although the EC is in a delicate position. The help is despite the Yugoslav military destroying an EC helicopter and five monitors in Jan 1992. The EC is now attempting the impossible by being both peace keeper and interventionist in this situation. If the EC is to be a peace broker it must be totally impartial, but because of its political and economic influence it cannot avoid intervening and taking sides. However if the ceasefire holds, the UN will take over the peacekeeping role.

Article Abstract:
Western Europe has insufficienttroops for long-term engagement in Bosnia-Herzegovina. The US is the only place with adequate forces, but it has refused to send them to the Balkans. Britain and France have intervened with humanitarian efforts, but a retreat may be inevitable. Credibility must be restored before there is any hope of a peace settlement. Interference with humanitarian convoys should not be tolerated. Re-inforcements from several countries would strengthen an ultimatum.

A treaty from the past
Article Abstract:
President Bush and President Yeltsin will sign a second strategic arms reduction treaty (Start 2,) which will conclude nearly 50 years of negotiations. Start 1 involved Ukraine becoming a non-nuclear state but it may not agree in the post-Cold War situation. The collapse of Communism has led to ethnic conflicts, economic hardship and social disorganisation which the super powers should deal with, rather than limiting their own arsenals.
