The RUC must see this report as an opportunity, not a defeat

It was inevitable that Chris Patten's report on the Royal Ulster Constabulary (RUC) would attract mixed reactions, regardless of its conclusions. Many politicians will inevitably be suspicious of Patten, and this situation is made worse by the fact that the peace process is in crisis. However, Patten is right to have recommended substantial changes to the RUC, as this police force has a problem of credibility and acceptance among nationalists in Northern Ireland. It will be difficult for UK Prime Minister Tony Blair and Secretary of State for Northern Ireland Mo Mowlam to avoid implementing most of Patten's recommendations.

The bomb attack in Omagh, Northern Ireland, should be met with a calm response. A ruthless operation could be effective, but could also increase grievances that nurture extremist groups. The bombing may have left the dissidents beyond the mainstream to the extent that they are a threat to the Republicans in the mainstream. The dissidents see the mainstream leaders as traitors. Bitterness was the legacy that resulted from shooting and jailings in 1923. The previous death of three brothers led to a change among loyalists, and Omagh could have the same effect on Republicans.

The Good Friday Agreement in Northern Ireland may seem quite weak at present, but it is important to remember that it has survived substantial challenges, including two marching seasons. This deal, which new Secretary of State for Northern Ireland Peter Mandelson must now make work, can be seen as the most significant event in many generations of Anglo Irish relations. Mandelson has determination to succeed, and much is expected of him.
