The UK Conservative party has faced severe difficulties in Scotland recently. A number of high-profile figures in the party there have been forced to resign because of personal problems, and members of the party seem to be a serious conflict, rather than working together. However, Michael Forsyth, the secretary of state for Scotland, has been able to launch the Scottish version of the party's manifesto without further embarrassing media coverage, and the party hopes that the media will now lose interest in the negative aspects of its activities in Scotland.

What happens if the Scots vote yes and no?
Article Abstract:
Opinion polls indicate that around two-thirds of Scots are in favour of the creation of an independent parliament for Scotland. However, only around 45% want a Scottish parliament to have tax-raising powers. A vote in favour of a parliament but against tax-raising powers in the forthcoming referendum would indicate that Scots have grasped the romantic notion of devolution but that they have not yet come to terms with the reality of independent government for Scotland. A Scottish parliament with no tax-raising powers would have very little real influence.
