The cattle diplomat makes history

Hyundai founder Chung Ju-yung has travelled with a convoy of 50 trucks containing 500 cattle to North Korea, where many people are affected by famine. Chung is presenting his humanitarian exercise in personal terms, but in fact it has considerable political significance. The North Korean government has until now rejected offers of assistance from South Korea, but has now been forced by the severity of the famine to accept aid. The government is particularly keen to alleviate the famine because Kim Jong-il, son of former dictator Kim Il-sung, is said to be preparing to have himself made president.

Many South Koreans are opposed to the rescue package worth around $60 billion agreed by the South Korean government and the International Monetary Fund. There is a strong sense of victimization, with some South Koreans feeling that international economic assistance is being used to stop the country becoming more competitive with the western world. South Koreans are fiercely determined to protect their independence, but are also haunted by self-doubt.
