The citizen's charter at college
Article Abstract:
The government's requirements for universities and colleges to demonstrate accountability are vague, especially about academic aspects. Dissatisfaction with quality is difficult to resolve. Some charters already introduced include a disclaimer to protect institutions from legal responsibilities. Abuse of power or procedural error are the only cases where courts should be involved. Government funding should increase along with student numbers so that adequate facilities can be provided to fulfil charter statements.

The UK Council for Overseas Student Affairs (UKCOSA) organised a conference to discuss the affect of political changes on overseas students. Students could be isolated abroad, worried about their families, and economic problems could affect their fees. There were 84,600 overseas students in 1990, a 9% increase on 1989, and numbers increased by 13% during 1980-90. Universities plan their finances anticipating recruitment of overseas students but this may be unrealistic.

Councils braced for harsh cuts in spending; Guide to where the axe will fall

Local councils have to set their budgets in consideration of central government capping to be announced in April. The loss of further education from councils and the Area Cost Adjustment increase authorities' losses. The Standard Spending Assessment is worked out on the numbers of people expecting services in each area. A survey of 73 local councils investigated their financial situation. Overall cuts of 850 million pounds sterling and 15,000 jobs were expected.
