The drive for self-improvement
Article Abstract:
The UK government aims to boost standards in the public sector by using performance indicators supported by a strong system of central inspection and auditing. However, it is still unclear who will undertake the audits and who will analyze the outcomes of the audits to check that local councils are achieving continuous improvement. It is likely that a key role will be played in this process by the Audit Commission, although this body has made it clear that it has made no assumptions about its role in the Best Value programme.

Article Abstract:
Experiences of responding to an advertisement for Chairmen and Non-Executive Directors of Special Health Authorities and National Health Service Trusts are described. The unwieldy bureaucracy involved in making the application is detailed, and the frustration created by trying to make sense of the application procedures is discussed. Particular attention is given to the way in which applications may be rejected very quickly by a junior official on an apparently arbitrary basis.
