US negotiator Richard Holbrooke appears to have made a breakthrough in negotiations to bring about a peace settlement in Bosnia. The Bosnian Serbs have suffered a number of military defeats over recent months, and this has made them more willing to negotiate. They have not been able to rely fully on support from Serbian president Slobodan Milosevic, and have received no direct assistance from Russia. A peace settlement now seems possible, but the agreement is unlikely to be entirely satisfactory, leaving the possibility of war breaking out again at a later stage.

Croat victories feed greater ambition
Article Abstract:
The Croatian government and troops are now working to secure permanent control of parts of western and central Bosnia taken from the Bosnian Serbs during recent weeks. These would form the basis for a Greater Croatia in which the Bosnian Muslims would play only a very limited role. Some observers are now expressing doubts about Croatia's commitment to the Geneva agreement, under which the Muslim-Croat federation would hold 51% of Bosnia and the Bosnian Serbs 49%.

UN mission stands on the brink
Article Abstract:
Some observers fear that Nato air strikes against Bosnian Serb targets may ultimately lead to the collapse of the United Nations operation there, rather than reinforce the credibility of the United Nations peace-keeping mission. The air strikes have had little impact on the Bosnian Serbs' military capability, but are likely to have wide-reaching political implications. Nato is now unlikely to be able to take stronger action without risking relations with Russia.
