The legacy of appeasement
Article Abstract:
It is becoming clear that the West should have taken decisive action much sooner to protect the ethnic Albanians in Kosovo, Yugoslavia. Indeed, action against Slobodan Milosevic would have been most appropriate in autumn 1991, when he sent his troops to besiege Vukovar, Croatia. The West's policy of appeasement has led to a war which is much larger than it would have been if it had been undertaken at that stage. The West has also been mistaken in instigating military action against Serbia without being willing to follow this up with troops on the ground if Milosevic remained defiant.

Refugee camps at breaking point
Article Abstract:
Camps in Macedonia for ethnic Albanians fleeing Kosovo, Yugoslavia, have become extremely overcrowded. Indeed, the United Nations High Commissioner for Refugees anticipates that refugees will soon have to sleep in the open under plastic sheeting because of a shortage of tents. Some observers believe that Serb leader Slobodan Milosevic aims to destabilize Macedonia through the refugee crisis. The Macedonian government has been unwilling to designate new areas for refugee camps, as it fears that the refugees may stay permanently and disrupt the ethnic balance between Slavs and Muslims.
