It is not possible to dismiss the letter written by nine former Conservative Cabinet ministers and their colleagues in support of Prime Minister Tony Blair's policy of actively preparing for European monetary union (EMU). Those who signed the letter, who include Michael Heseltine and Kenneth Clarke, actually have more credibility with voters than the current Shadow Cabinet. It is particularly interesting to consider the motives of former Hong Kong Governor Chris Patten in signing the letter and thus returning to the UK political scene.

UK Prime Minister Tony Blair will be forced to be decisive about Europe in 1999. It is already clear that he is seeking to turn public opinion in the UK in favour of the single European currency. It is likely that there will be a long battle with journalists opposed to single European currency membership, and Blair would probably benefit from beginning this battle as soon as possible. It is very interesting to see elected politicians preparing to take on unelected journalists.
