The 'no-hope babies' are going to school

About 72,000 babies who have drug addicts as mothers are expected to be born in California during 1992. They are labelled 'crack babies' and their behavourial and learning handicaps are accredited to their drug-addiction. Doctor Marie Poulsen of the Centre for Child Developmennt at Los Angeles Children's Hospital claims that disabilities are due to their upbringing rather than drugs. Most children have many different substitute mothers and find it hard to bond. Money should be spent on education and social benefits.

Housing cash gives new hope to homeless

Chancellor of the Exchequer Norman Lamont instructed housing associations to purchase houses and place them in the rental sector. Housing associations will buy 16-20,000 homes in 1993. The Housing Corporation has to approve the purchase from private owners, repossessions and developers. Speed and value for money are the main criteria. Building societies are slow and their properties are not always in good condition. Money to fund the scheme would have provided public housing.

Hope of treasure turns to dust for miners
Article Abstract:
Indigo Sky Gems, a mining concern whose main shareholder is reclusive businessman Tony Buckingham, has evicted local people in Neu Schwaben, Namibia, from a farm where they were prospecting for the semi-precious gemstone tourmaline. There has been strong opposition to efforts by Indigo to impose some order on prospecting operations and to assert its ownership of the mine. The miners believe that the Namibian government is helping Indigo take action against them.
