The Nato summit in Washington, DC, has succeeded in consolidating unity in relation to the air campaign against Yugoslavia and in avoiding a split about the military operation in Kosovo, Yugoslavia. It was possible to avoid open conflict about the use of ground troops. President Bill Clinton has rejected any suggestion that the air campaign is not proving successful, and has emphasized that it is unrealistic to expect the air campaign to put a stop to ethnic cleansing in Kosovo.

UK Prime Minister Tony Blair is clearly aware that the bombing in Omagh, Northern Ireland, has presented a rare opportunity to take a very firm stance against terrorism in Northern Ireland. Both Blair and Bertie Ahern are now seeking to seize the new feeling of revulsion against terrorism in order to push through tough anti-terrorism legislation. It is now time to finally put an end to the great misery which terrorism has brought to Northern Ireland.
