Article Abstract:
The reforms introduced by Mikhail Gorbachev made it easier for foreigners to have relationships with ordinary Russians. Until then, foreigners had been subject to close KGB surveillance, and were only allowed to live in designated apartment blocks. Even under Gorbachev, there were still some difficulties, but the general atmosphere was more positive, with the government being careful to avoid being accused of human rights abuses.
