Top-heavy ECB faces test by the markets

The way in which the European Central Bank (ECB) has been structured could have a negative impact on its effectiveness. There is a central executive of six people, headed by Wim Duisenberg, but this will not make decisions about interest rates. These decisions will be the responsibility of the governing council, which is made up of the six executive members and the central bank governors from each of the 11 countries participating in European monetary union. It is likely that there will be clashes between the six executives and the central bank governors.

The Bank strives to become an invisible referee
Article Abstract:
The Bank of England's Monetary Policy Committee has been behaving in a very unpredictable way over recent months. Furthermore, it seems to be limiting the ability of ordinary people to understand how the UK's new monetary system really operates by encouraging debate about whether the Bank should focus on the inflation target alone or also take steps to create favourable conditions for output. It is difficult to tell which point of view will prevail within the committee, but is clear that base rates should have been raised earlier and much more quickly.
