UK: BENEFIT CHEATS' BANK ACCOUNTS FACE PROBE

As part of UK government efforts to deal with tax and benefit fraudsters, Department of Social Security (DSS) computers may be connected to banks' systems to allow the accounts of claimants to be checked. The leader of the Treasury's black economy investigation, Lord Grabiner, has made the recommendation and ministers are said to have given it a warm response. Lord Grabiner believes that a rudimentary software system could be introduced to monitor accounts on a regular basis, with the data matching process allowing contradictory details to be uncovered. However, the proposal has been criticised by MPs and human rights organisations, who say that it would impact the values of data protection.

UK: CIVILIAN TEAMS TO STUDY POLICE MISCONDUCT
Article Abstract:
Teams of civilian detectives will be recruited to investigate serious police misconduct. The government is to scrap the Police Complaints Authority and replace it with a body called the Independent Police Complaints Commission. The new IPCC will recruit non-police investigators with experience of other agencies, such as the Serious Fraud Office, Inland Revenue and Customs and Excise. The most serious cases will be investigated by the IPCC while the police will investigate minor cases, although the IPCC will include an ombudsman system to review any such investigations.

UK: CHANGES TO MERGER RULES PLANNED
Article Abstract:
Greater transparency covering the merger vetting procedure will be contained in measures to be revealed by Secretary of State for Trade & Industry, Stephen Byers, on 28 February 2000. Fixed timetables covering the deliberation of bids and the publication of certain statements covering bid outcomes will be contained in the measures. The moves are an interim measure prior to the introduction of legislation to remove responsibility for the vetting process from politicians.
