UK: GOVERNMENT REVEALS SCHOOL FUNDING PLANS

The UK government revealed proposals on 19 September 2000 to introduce a funding formula covering primary and secondary school pupils. The Modernising Local Government Finance Green Paper proposes reducing the control councils have over school funding, but giving them more opportunity to borrow cash towards capital investment. The plans involve allotting each pupil a fixed amount that could be changed to take teacher recruitment problems and deprivation into account. School transport, expelled pupils and special educational needs would still come under the aegis of local education authorities.

UK: CONCERN OVER PLAYGROUP CLOSURES
Article Abstract:
The UK's playgroup movement may become extinct because of the growing number of four-year-old children being sent to school by parents, with campaigners citing the government's funding policies as the contributory factor. The number of playgroups has fallen since 1997 to 17,000 from 19,000 and a study covering 700 Pre-school Learning Alliance playgroups revealed that 25% feared closure. Playgroups were designed for children up to the age of five but are being impacted by the fact that school budgets are reliant on the number of four-year-olds taken on.

UK: TEACHER SHORTAGES INCREASE CLASS SIZES
Article Abstract:
Teacher shortages are threatening to interrupt the government's pledge to reduce class sizes. Tony Blair promised before he became prime minister to reduce class sizes to no more than 30 for pupils aged between five and seven but this plan is now threatened according to the National Union of Teachers.
