UK: GOVERNMENT TO CHANGE LEASEHOLD LAWS
Article Abstract:
New legislation governing leasehold properties is to be introduced by the Government. Under the draft Commonhold and Leasehold Reform Bill, leaseholders will be given the opportunity to purchase their own properties outright. In addition, a new form of tenure called commonhold will be introduced. Providing all leaseholders living in a block agree, residents will be able to manage their own affairs, even if they do not hold the freehold, by establishing a commonhold development. Currently leaseholders are open to abuse by landlords who normally have a monopoly over service charges, repairs and maintenance, and can sometimes apply extortionate charges. The new bill will also see leaseholders of former council flats being given greater rights over issues like repairs. Approximately 200,000 homeowners are currently affected.

UK: IMPACT OF TRANSPORT ON QUALITY OF LIFE

Poor standards across the UK's public services are having a detrimental impact on the quality of life, according to a study undertaken by New Civil Engineer magazine and the Institution of Civil Engineers. The so-called state of the nation report discovered that compared with 20 years ago, the road network is in a worse state, while urging improvements to bus services and claiming that a further GB[pound] 2bn is required to deal with an envisaged 47% rise in rail passenger numbers over the coming ten years. Although work is being carried out to improve the state of the nation, problems in obtaining funds and confused policies are delaying the process. The report claimed that high standards in services contributed greatly to making the UK more competitive and enhancing the quality of life.

UK: GOVERNMENT SPLIT ON JOINING EURO
Article Abstract:
Although chancellor Gordon Brown still claims that Britain needs to pass five tests before it is ready to join the euro, DeAnne Julius, who belongs to the monetary policy committee of the Bank of England says that economically Britain is ready to join the euro but the decision not to, at present, is a purely political one. The cabinet is split on the issue and, as a result, the prime Minister has been urged to show firmer leadership.
