UK: NEW UNIT TO INVESTIGATE BENEFIT FRAUD
Article Abstract:
A report drawn up by an independent inquiry has led the government to announce the creation of a new body, the National Benefits Intelligence Unit, to tackle the problem of organised benefit fraud. John Scampion, who headed the inquiry, was highly critical of the absence of co-ordination among existing agencies responsible for detecting falsification of social security claims. It was found that serious benefit abuse was not a priority among councils, while the Benefits Agency Security Investigations Service (BASIS) and Benefit Fraud Investigation Service (BFIS) did not co-operate effectively. The aim of the new unit will be to combat the forgery, theft of benefits books and multiple claims which are believed to cost taxpayers up to GB[pound] 4bn every year.

UK: RISK OF FLOODING HAS INCREASED
Article Abstract:
Britain's changing climate has made it more susceptible to flooding according to the Environment Agency. Five million people in England and Wales live in flood risk areas with assets valued at GB[pound] 214bn. Reports of flooding are now on average twice as frequent as they were 100 years ago. With further climate change the flood risk could increase tenfold over the next century. The agency is now conducting a publicity campaign to get the 800,000 properties in flood risk areas to prepare for possible flooding, such as taking out adequate insurance policies.

Bring back flood plains - to stop flooding
Article Abstract:
The UK's flood plains have undergone significant changes in recent decades. Many farmers have drained waterlogged land, converting it to arable use or replanting it with rapidly-growing grasses. Growing demand for housing has led to extensive development on flood plains, which has in turn created a demand for complex engineering to divert water. However, it is now becoming more widely recognized that flood plains play a valuable role in the management of water resources.
