SOUTH AFRICA: EFFORTS TO IMPROVE INFRASTRUCTURE
Article Abstract:
A new comprehensive policy to improve South Africa's infrastructure is currently being developed, in order to cope with the growing demand for better communications. The Action Agenda, a 20-year framework covering rural and urban transport, ports and rail, is essential for linking industrial centres and providing fast delivery of goods to markets. As a result, priority has been given to the completion of corridors such as the Maputo corridor and the east-west connection between South Africa and the Namibian port of Walvis Bay. The new policy is also aiming at pulling member states of the Southern African Development Community (SADC) closer together, enabling the region to take advantages of the opportunities that arise in the world economy.

UK: WINSOR SUGGESTS STRICT NEW RAILTRACK CONTRACTS
Article Abstract:
Tom Winsor, the UK rail regulator, is to propose strict new contracts for Railtrack, in order to ensure that the rail infrastructure company has less opportunity to get away with delays and cancellations. The regulator hopes to reduce situations in which maintenance and modernisation projects cause more disruption than expected. It will also aim to ensure that Railtrack provides the promised number of 'train paths' to operating companies. Substantial financial penalties will be levied in the event of failure. Track access charges will also be clarified, and a new system of trading rights introduced, in order to meet changing customer and train operator needs. It is expected that the contracts will be implemented when major network enhancements are completed.

UK: MPS CALL FOR TRANSPORT REGULATOR
Article Abstract:
An all-party Commons transport sub-committee has recommended that there should be a single regulator for transport safety in the UK, covering rail, road, sea and air. The committee called for the new body to possess wide-ranging powers so that it could punish companies that failed to meets its safety requirements. The report also recommended that the Government remove responsibility of rail transport from Railtrack. If the report were to be fully implemented, then the new regulator would replace Her majesty's Railway Inspectorate, Marine Accident Investigation Branch, Civil Aviation Authority and British Transport Police in their safety roles.
