UK diplomats sound alarm on cost cutting
Article Abstract:
The British Diplomatic Service expects cuts of 10% by 1994, seriously damaging its world role. To save the required amount, many posts would have to be closed and Britain's permanent UN Security Council seat would be lost as permanent members must be able to practice global diplomacy. Sharing posts with other powers and charging for commercial services produce miniscule savings. Some diplomats suggest privatising the commercial section as they consider the Foreign Office exists to promote British industry.

The dangers of 'doing something'
Article Abstract:
News pictures from Yugoslavia are reminiscent of Iraq's invasion of Kuwait and affect public opinion about military intervention. Since Bosnia and Croatia were acknowledged, there is no civil war, so if British troops became involved it would be a real war. Peace is not likely before 2002 so intervention can only limit the battles; no positive aim is possible. Possible actions have been considered but none seem to be constructive. An alternative would be to reclassify the Balkans beyond Europe.

The Iraqi opposition Iraqi National Congress (INC) seeks an international tribunal for Saddam Hussein, seven of his relatives, five of his advisers and 27 army officers. It has a dossier of war crimes, crimes against humanity and genocide. The US backed the proposal informally. The Takriti clan hold positions of power, but as relationships are tense, INC seeks disruption between the two groups. List A has 13 men including Saddam and his seven relatives. List B has 27 heads of army departments.
