'Aloof' mayor turns voters colour-blind
Article Abstract:
Kurt Schmoke, the black mayor of Baltimore, has until recently enjoyed strong support from the city's voters, 60% of whom are black. However, he is now facing a strong challenged from a white candidate, Mary Pat Clarke. She has already won back some white voters, and now looks set to gain some support from black voters too. Voters are deserting Schmoke because he has done little to resolve the city's problems, including crime and unemployment.

The city of Murmansk, Russia, is drawing closer to Finland and Norway and further away from the Russian central government as its economic problems worsen. Harsh winter weather in 1998 is likely to create significant difficulties for a city where bartering has already become a necessity. The city has for many years been proud of its icebreakers, but many of these are now lying idle because of lack of money to operate and maintain them.
