Nine Crimes Against Women Units have been set up since 1987 in New Delhi. The units send out plain-clothed squads trained in judo to prevent sexual harassment. About 450 men are arrested a week. Most are fined in between 10 pounds sterling and 50 pounds sterling; the more violent are put in prison. Sexual harassment is against Indian law. It has increased in the 90s due to the availiability of more sexually explicit films. Authorities believe that sexual harassment leads to more violent crimes against women. Most offenders are middle-aged, married and from higher castes.

Forget about cutting taxes - let's whack the high earners

It is important to acknowledge that the UK economy is significantly under-taxed. There must be a shift away from the tax-cutting approach before it becomes impossible to solve social problems because politicians dare not risk expressing support for tax rises, as is already the case in the US. The government must consider a sharp rise in taxes on the rich and the extremely rich. Indeed, it may be appropriate to introduce a top rate of tax of 50% on all earnings over 50,000 pounds sterling and 60% on earnings over 100,000 pounds sterling.

Dunlop Slazenger of Normanton, West Yorkshire, England is using a computer-aided design (CAD) system for its Synergy range of clubs to increase speed and accuracy of manufacture in Asia. A graphics work station shows the shape and designs the surface appearance. Weight can be calculated on the computer. Changes and impact can be assessed before a club is made. Tool-setting data is computer-generated and sent via modem direct to factory machines.
