The UK Labour party and the Liberal Democrats have been able to work together effectively on the issue of constitutional reform. The Liberal Democrat members of the Committee on Constitutional Reform were seeking a written constitution, while the Labour members were looking at a range of reforms designed to eliminate abuse of power by the Conservative party. However, it was possible to reach agreement on a common programme of change. This includes Scottish and Welsh Home Rule and a national proportional system of election to the European Parliament.

Electoral reform is vital if real constitutional change is to take place in the UK. However, most politicians are unwilling to see the introduction of proportional representation. Against this background, it is likely that the constitutional basis of the UK will remain largely unchanged into the 21st century. However, trends such as globalisation and increasing ethnic and regional diversity are creating growing pressure for constitutional change.
