It is understandable that journalists are unwilling to become involved with the relaunch of a newspaper that has not been successful, according to Sunday Business Editor Jeff Randall. However, he was able to gain the trust of senior journalists when he relaunched Sunday Business in Feb 1998. He was not concerned that there was no research indicating enthusiasm for the newspaper, and feels that he has now proved that there is a clear market for a newspaper of this kind.

Resistance to change can be extremely frustrating, according to Arts Council Chmn Gerry Robinson. He believes that arts funding in the UK should be trebled, and has drawn up detailed plans on this subject. He aims to strengthen the role of the Arts Council as a source of information for arts organizations and the public about the arts. He believes that the Labour party significantly underestimated the feeling among Britons about the arts.
